Program Officer, Community College STEM Pathways

Science Foundation Arizona (SFAz) is seeking a full-time Program Officer to join its Technical Assistance Team for community college Hispanic Serving Institutions (HSI) in Arizona and across the country. SFAz has a grant from National Science Foundation (NSF) to assist community college HSIs through a self-evaluation of their STEM Pathways initiatives, targeting and prioritizing their STEM interests or needs, and their proposal planning, development and submissions to NSF.  The Program Officer will work directly with assigned community colleges, establishing strong relationships with their internal teams to provide intensive technical assistance including:  college selection and onboarding, STEM Pathways self-assessment and planning, identification of research opportunities, development of program concepts, mapping to federal grants opportunities, and proposal writing, evaluation, and submission of at least two proposals over the course of two years.  A direct report to the Director, Community College STEM Pathways, the Program Officer desirably must have experience preparing proposals (preferably to National Science Foundation), experience working with Hispanic populations in educational institutions (preferably community colleges), plus the experience and expertise to effectively accomplish the goals established.


  1. Experience working in educational institutions (post-secondary preferred), and with Hispanic populations;

  2. Understanding of and experience with community college-led STEM Pathways programs – see SFAz STEM Pathways Guide;

  3. Demonstrated leadership skills and communication ability to network across communities, education and business sectors;

  4. Experience designing, implementing and/or managing community college programs;

  5. Familiarity with NSF grant programs and proposal development;

  6. Ability to identify past strengths /weaknesses in community college HSIs’ previously submitted proposals, and better prepare them for their next proposal submission;

  7. Ability to facilitate the development and implementation of grant-seeking strategies;

  8. Ability to work with the Community Colleges grant writer and proposal team to:

    • Guide their proposal development process

    • Aid in Securing partners, researchers and evaluators, where necessary

    • Provide support in proposal writing, editing, critiquing and submission

  9. Ability to work well independently and/or as part of a team;

  10. Strong attention to detail and follow-through;

  11. Knowledge of regulations, policies and procedures related to assigned areas of responsibility;

  12. Ability to travel outside the State of Arizona by airplane.


Bachelor’s Degree required in a relevant field, Master’s Degree or Ph.D. preferred; at least 10 years experience working in post-secondary education, preparing NSF grant proposals, and managing NSF programs. Knowledge geared towards competency-based STEM strategies, and knowledge of community college finances is desired.  Some travel is required.  Incumbent will be required to have a valid Driver’s License and submit proof of automobile insurance.
